Translation
But ignorant and faithless persons who doubt the revealed scriptures do not attain God consciousness. For the doubting soul there is happiness neither in this world nor in the next.
Purport
In earlier Shlokas, Bhagvan Shri Krishna explained the glory of Jnana(the knowledge of self) and method to achieve the same. The three factors, the faith in God, the eagerness to achieve knowledge and self-control are the factors that help to achieve enlightenment.
The lack of knowledge is not a sin in itself, till a human has above qualities. He can achieve knowledge in due course of time. But if there is a human who lacks knowledge and then neither he has any faith in God nor does he trust the scriptures or the words of enlighten people, and then no way remains for him to attain knowledge. Such people are getting lost in this material world and may face miseries in this life. Not only present but even later the lives of their become uncertain.
