In earlier Shlokas, Bhagvan Shri Krishna explained the secret and purpose of his Incarnation. Bhagvan Shri Krishna though is the Lord of all living beings yet for the welfare of humankind accepts to descend to this mortal world.

His very presence in this mortal world purifies the place. Anybody who has faith can attain the maximum abode with even small devotion. Merely the sight of Bhagvan Shri Krishna is enough to liberate a human being provided the human recognize the secret of Incarnation and knows the Lord.

At other times humans can still benefit by engaging in the path shown by Bhagvan Shri Krishna. Since he has been in this mortal world and so the effect of his blessings work at any time. One should hence know the truth of His potency and his glory and engage in pure devotion. The pure devotee goes to the very abode of Bhagvan Shri Krishna.
