In my opinion, Achieving perfection in Yoga(self-realization is hard to attain by a person of unrestrained mind. But he whose mind is controlled and who strives by right means is assured of success.

In Last Shloka Bhagvan Shri Krishna explained the method to control the mind. By continuous practice and practice of renunciation(Vairagya) mind can be controlled.
In this Shloka Bhagvan Shri Krishna assures that one who follows this prescribed method and practice with determination achieves the perfection in yoga, which is nothing but the enlightenment or self-realization.
But those who are not able to control the mind may find it difficult to achieve perfection because the mind is the biggest hurdle. Hence mind must be controlled using correct methods as described earlier.
