Translation
Of these, the wise, being ever steadfast and devoted to Me only, is the foremost; for I am inexpressibly dear to him and he is dear to Me. Noble indeed, are all these, but he who is situated in knowledge of Me I deem him to be My very Self. Being fully integrated, he is devoted exclusively to Me as the highest goal.

In earlier Shloka Bhagvan Shri Krishna explained four types of people who worship God. In these two Shlokas, Shri Krishna makes it clear, that all those who worship God for above 4 reasons are noble. But then Bhagvan says, the person who worships God for no desires or wishes but just to attain God as his prime goal of life is supreme.
Such devotee has undivided devotion for God, steadfast and meditate upon God and hold God in his heart all the time. God is very dear to such devotee and hence such devotee becomes very dear to Shri Krishna God, like the own self.
At other places in Shrimad Bhagvad Gita the same fact is defined in different ways. When God becomes the sole goal for a devotee, the soul of that devotee is got integrated with the supreme potency of Shri Krishna, the Bramhan.
