Translation

Yet there is another state, which is eternal and is transcendental to this manifested and unmanifested matter. It is supreme and is never annihilated, when all in this world is annihilated. This has [also] been called the Unmanifest (Avyakta) and Imperishable (Akṣara). This, is said to be the highest goal; My ultimate state, reaching which Jīvas do not return to Samsāra.

Purport

These are yet another important shlokas on the matter of creation and universe. In earlier Shlokas, Bhagvan Shri Krishna explained how the whole world goes through the consecutive process of creation and dissolution. At the start of the day of Bramha, the whole mortal world is manifested into material form. At the end of the Bramha’s day(start of Bramha’s night) all material existence is dissolved into no material form. One cycle is completed in one kalpa(Bramha’s day + Bramha’s night). This process of creation and dissolution continues for every Kalpa.

But in the above two Shlokas gives one of the most amazing secrets that there exists another universe that does not go through the process of creation and dissolution. That universe is eternal and is free from decay. That state is the final abode of every living being. Once the soul reaches there does not return to this mortal world. Reaching to that abode is what called Moksha.

If we consider two shlokas from the scientific point of view, it gives clear details that there exists a parallel universe, which is free from time or to say where the speed of time is zero and hence every entity in that universe is eternal.
