Translation
But the Supreme Being in whom all beings abide and by whom all this [universe] is pervaded is to be attained by unswerving devotion, O Arjuna.
Purport
In this Shloka Bhagvan Shri Krishna once again reiterates that He is attained by undivided devotion. It must be noted that he is referring to himself using third person notion Supreme "Purusha". The word "Purusha" is an absolute word used at many places in Shrimad Bhagvad Gita, Puranas and in Vedas. Also since Bhagvan Shri Krishna is supreme being he can also refer himself with absolute words like Purusha, God, Ishwara, etc.
The Shloka also explains that he is the ultimate abode of all living beings and by him, all universe mortal and immortal came into existence.
